Communication Facilitator Questions

Communication Facilitator Questions

 

A Communication Facilitators team, comprising of staff and student members, was set up within the college during the merger in order to act as a channel of communication between Senior Management, staff and students. Questions relating to all aspects of the merger can be posed to Senior Management via the Communication Facilitator Team and answers received. This facility has been of great value in enhancing the flow of communications between senior management and staff during the merger process.

Question 1: Will there be any compulsory and/or voluntary redundancies as a result of the merger?
This merger is taking place in difficult economic circumstances which may impact on decisions regarding staffing levels in colleges across Scotland. We expect that the pressures on the merged College will be lower than it would be if we were to remain as three separate Colleges.
We do not anticipate compulsory redundancies would arise as a result of the merger process but, in the current economic climate, future levels of funding cannot be guaranteed and, therefore, we would not wish to make promises which we may not be able to keep. 
We will give an assurance that, if staffing levels are affected, we will consult fully with the recognised trade unions and all other appropriate representatives and investigate all possible alternatives before considering early severance . We will seek volunteers for redundancy and consider other options such as part-time/job share contracts, natural wastage, freezing vacancies, and retraining and/or redeployment should the need arise.
 
Question 5: In a recent meeting the term ‘host model’ has been used. I would seem to be suggested that the Met is to be the host to all of its partners. What is meant by ‘host model’? Is the merger therefore a takeover?
As outlined in the ‘Road Map to Create the New (Super) College for Glasgow’, the proposed model for the merger is a ‘fusion model’ which combines elements from the ‘host’ and the ‘phoenix’ models which have been used before in Scotland. This combines the practical efficiency of the host model with the sense of a new beginning which the phoenix model offers.
 
To explain the terms, the host model is where one partner is selected to be the host and the other partners then merge into the host. The phoenix model is where all partner organisations are dissolved and a completely new organisation is created.
 
The merger is not therefore a takeover.
 
Question 8: Will transport be provided between the campuses if there are no car parking facilities?
This question would appear to relate more to the New Campus Glasgow project rather than merger. However, it is anticipated that the new campus, once completed by 2014, will have considerably less parking than is currently available to students and staff. The question of inter-campus transport will be addressed as part of a transport plan, which will form part of the overall New Campus Glasgow project plan. This transport plan is at an early stage of development. It should in due course be subject to consultation with student and staff representatives.
 
Question 11: Will staff have to reapply for their own jobs?
At an early stage in the pre-merger process, a review of the organisational structures of the three partner Colleges will be undertaken and a proposed new structure developed. The development and implementation of this will be undertaken in consultation with staff and trade union representatives and progressed sensitively and sensibly, with minimum disruption to service provision, staff and students.
There may be areas of the new structure where the number or scope of the roles is different from those at present.  We will therefore need to implement a fair and transparent process to manage this change, which will be underpinned by an effective appeals process.
This process will be developed in consultation with staff representatives and, as far as practicable, staff will be matched- in to roles in the new organisational structure.
It is not envisaged that there will be major changes to staffing levels but there is likely to be some realignment of management and specialist roles. It is therefore envisaged that this will provide increased career and personal development opportunities for talented staff with increased opportunity to specialise in more diverse roles within our larger sized College.
 
 

Question 3 : Will support services be centralised in one location (ie Registry, Admissions, Finance, HR etc) or will there be a presence on each site?

Two stands of work are currently underway. One linked to the proposed merger and the other linked to the proposed new build (New Campus Glasgow project). The proposed timescales are quire different for each strand. Merger being 1st August 2010 and New Campus Glasgow being autumn 2014. Neither strand has concluded plans on the co-location of support services. 
The merger working groups will begin to look at the options for and against co-location over the next few weeks. Thereafter, proposals would be subject to consultation with staff and their representatives.
